The General Rules of Foreign Trade (RGCE) for fiscal year 2026 represent one of the most significant customs updates in recent years. The Tax Administration Service (SAT) and the National Customs Agency of Mexico (ANAM) have worked together to modernize the regulatory framework, aligning it with international standards and strengthening foreign trade control and facilitation mechanisms.

Among the most relevant changes for customs brokers is the update of requirements to maintain a valid customs broker license. Starting in 2026, accreditation of specific update courses will be required in subjects such as customs valuation, tariff classification according to the Harmonized System 2027, and VUCEM 3.0 platform management. Additionally, the obligation to have an updated advanced electronic signature and certification in personal data protection matters is established.

Process digitization constitutes another central axis of RGCE 2026. The mandatory use of the advanced electronic customs declaration module will be implemented, which will include automatic validations through artificial intelligence to detect inconsistencies in value declaration, origin, and tariff classification. Customs brokers must integrate their systems with the new SAT APIs before the second quarter of 2026.

Regarding OEA certification, new criteria are introduced that include cybersecurity assessments, more thorough supply chain audits, and the implementation of certified risk management systems. Companies that currently hold OEA certification must undergo a recertification process under the new standards before the end of the first quarter of 2026.

Finally, document retention obligations are strengthened, requiring all supporting documentation for foreign trade operations to be stored in electronic format with integrity and availability certification for a minimum period of 10 years. Specific penalties for non-compliance are established, ranging from fines to temporary suspension of the customs broker license.
