Mexico's Ministry of Economy has published in the Official Gazette (DOF) dated April 6, 2026, the resolution declaring the initiation of the administrative sunset review procedure for countervailing duties imposed on imports of carbon steel pipe with straight and helical longitudinal seam, originating from the United States of America and the Republic of India, regardless of the country of shipment.

The product subject to this procedure is classified under tariff codes 7305.11.02, 7305.12.91, and 7305.19.99 of Mexico's General Import and Export Tax Law Tariff (TIGIE). The currently effective countervailing duties are $575.01 USD per metric ton for imports from the United States (applicable to Stupp Bros., Inc. and other exporters) and $128.24 USD per metric ton for imports originating from India (applicable to Welspun Corporation, Ltd. and other exporters).

The examination period covers March 1, 2025, to February 28, 2026, while the analysis period spans March 1, 2021, to February 28, 2026. During this review procedure, the countervailing duties remain in effect and may be guaranteed pursuant to Article 94 of the Foreign Trade Law Regulations.

Domestic producers, importers, exporters, foreign legal entities, or any person demonstrating legal interest in the outcome of this procedure have 28 business days to establish their legal standing and submit responses to the sunset review questionnaire, along with any arguments and evidence they deem appropriate, in accordance with Articles 6.1 and 11.4 of the WTO Antidumping Agreement and Articles 3 and 89 F of the Foreign Trade Law.

This resolution follows the original antidumping investigation whose final resolution was published on April 20, 2016, the notice regarding duty validity from October 13, 2020, the initiation of the first sunset review on April 5, 2021, and its final resolution dated October 3, 2022.
