U.S. Customs and Border Protection (CBP) has published Quota Bulletin 26-103, establishing parameters for importing Australian agricultural products under the Australia-United States Free Trade Agreement for 2026.
The quota covers agricultural products described in Chapter 98 subheadings of the Harmonized Tariff Schedule of the United States (HTSUS), specifically those covered by Additional United States Notes (AUSN) 8 through 19. The quota period runs from January 1 through December 31, 2026, with an opening date of Friday, January 2, 2026.
A critical technical aspect is the timestamp mechanism for quota qualification: all entries submitted after 12:01 a.m. local port time and prior to 8:30 a.m. Eastern Time (ET) on the opening date will receive an entry time of 8:30 a.m. for quota qualification purposes. If the total for any HTSUS group exceeds the limit at 8:30 a.m. ET, all accepted entries will be prorated proportionally.
This mechanism aims to prevent racing to be first in submitting entries and ensures an equitable quota distribution process among importers. Interested parties should consult the complete bulletin on CBP.gov to learn the specific volumes allocated to each product category.
